Executive Order 21-15 Management and Oversight of the FY2022 State Budget February 22, 2021 WHEREAS, in January 2021, I was nominated by President Joseph R. Biden to be the United States Commerce Secretary; WHEREAS, the United States Senate confirmation process may continue into March 2021; WHEREAS, Article IX, section 15 of the Rhode Island Constitution requires the Governor to prepare and present to the General Assembly an annual, consolidated operating and capital improvement state budget (Budget); WHEREAS, this year, the Budget must be presented to the General Assembly by March 11, 2021; WHEREAS, the Budget sets forth the fiscal and operational priorities and policies that are unique to each Governor; and WHEREAS, in light of the anticipated transfer of gubernatorial power, it is in the best interests of the State and the next administration that I delegate to Lieutenant Governor Daniel J. McKee the authority – within the limits of the Rhode Island Constitution – to manage and oversee the development of the FY2022 Budget. NOW, THEREFORE, I, GINA M. RAIMONDO, by virtue of the authority vested in me as Governor of the State of Rhode Island do hereby order as follows: I delegate to the Lieutenant Governor, Daniel J. McKee, the authority to manage and oversee the development of the FY 2022 Budget. This delegation of authority is subject to my duties under Article IX, section 15 of the Constitution. All state departments and agencies shall fully cooperate with the Lieutenant Governor and his staff in this effort. This Executive Order shall take effect immediately. So Ordered, Gina M.
