Executive Order 26-05.1

EXTENSION OF EXECUTIVE ORDER 26-05

WHEREAS, on July 23, 2026, Executive Order 26-05 was issued, declaring a state of emergency due to the impending double-digit increase in the winter supply rate charged to residential electricity customers; and

WHEREAS, the energy market disruptions as described in Executive Order 26-05 persist, and the winter supply rate increase remains impending;

WHEREAS, Executive Order 26-05 directed the Office of Energy Resources (OER) to file a petition with the Public Utilities Commission (PUC) to apply $28,000,000 from available Regional Greenhouse Gas Initiative auction reserves as direct rate relief for all residential electric customers as a uniform credit to residential electric accounts during the winter heating season; and

WHEREAS, on August 6, 2026, OER filed the mandated petition, now pending as PUC Docket No. 26-28-EL;

WHEREAS, the PUC’s procedural schedule indicates that the petition will remain under consideration at least through September 16, 2026; and

WHEREAS, the health, safety and resources of the people of the State of Rhode Island continue to be endangered by these conditions.

NOW, THEREFORE, I, DANIEL J. McKEE, by virtue of the authority vested in me as Governor of the State of Rhode Island, pursuant to Article IX of the Rhode Island Constitution and the Rhode Island General Laws, including, but not limited to, Title 30, Chapter 15, do hereby order and direct the following:

  1. The state of emergency declared in Executive Order 26-05 remains in effect until further notice.

This Order shall take effect immediately.
