Governor McKee and Executive Office of Housing Launch the Housing 2030 Public Developer Program to Support Rental Housing Production and Preservation

Up to $10 Million Available to Expand Affordable Rental Housing in Rhode Island
PROVIDENCE, RI – Governor Dan McKee and Secretary of Housing Deborah Goddard today announced that applications are open for the Housing 2030 Public Developer Program, a $10 million initiative funded through Rhode Island’s historic $120-million housing bond approved by voters in 2024.
“Rhode Islanders need safe, affordable housing whether they rent or own,” said Governor Dan McKee. “Last week, we launched a program to expand homeownership opportunities, and now, we are launching the Housing 2030 Public Developer Program to help ensure that those who choose to rent have access to stable, affordable homes. Together, these initiatives reflect our commitment to offering a variety of pathways to housing security for all Rhode Islanders.”
This program enables Public Housing Authorities (PHAs) and their nonprofit affiliates to develop and preserve affordable rental housing statewide, which will expand housing opportunities for renters and help advance the state’s Housing 2030 goal of permitting 2,250 new affordable rental homes by 2030.
“Public Housing Authorities are essential partners in addressing Rhode Island’s housing challenges,” said Secretary of Housing Deborah Goddard. “This program will revitalize and strengthen PHAs, giving them the resources to lead bold, innovative projects that deliver safe, affordable rental homes and build thriving communities across our state.”
The program will fund two to three projects that create affordable rental housing for low- to moderate-income households, with priority for those earning at or below 30% of Area Median Income (AMI). Projects that leverage federal operating subsidies and other committed funding, preserve existing public housing while adding net new units, demonstrate readiness to proceed, show strong development experience or partnerships to build capacity, and incorporate sustainable, energy-efficient design will also receive priority.
