Governor McKee Issues Reports Exposing the Real-World Harm of President Trump’s H.R. 1 and Its Devastating Impact on Rhode Islanders

PROVIDENCE, RI — Governor Dan McKee today issued a series of reports detailing how H.R. 1, President Trump’s so-called “One Big Beautiful Bill,” and other damaging actions taken this year are gutting critical federal support for Rhode Island’s families and communities. The analysis shows devastating consequences from lost health care coverage to families being pushed off food assistance and the State losing millions in federal funding.
According to the state’s analysis, H.R. 1:
- Severely threatens Medicaid coverage for over 30,000 Rhode Islanders.
- Cuts 2,300 households off SNAP and reduces benefits for hundreds more, leaving families to wonder how they’ll put food on the table.
- Ends the Affordable Care Act enhanced premium tax credits that help keep health insurance affordable, driving up costs and forcing families to pay hundreds more each month for coverage, resulting in roughly 13,000 Rhode Islanders dropping their coverage altogether.
- Terminates or freezes over $75 million in federal funding support for energy investments, scientific research, and critical infrastructure.
- Ends the Inflation Reduction Act’s clean-energy tax credits, cutting clean-energy investment and freezing over $80 million in grants, while pausing vehicle-emissions standards, threatening Rhode Island’s ability to meet its climate goals.
- Cuts the Medicaid provider tax by over $150 million, putting at risk our support to hospitals and critical providers.
“Trump’s fiscal policies are nothing more than a shell game that shifts staggering federal costs onto states that simply can’t absorb them,” said Governor Dan McKee. “My administration will use our limited state resources to try and protect the most vulnerable, but no state can backfill an entire federal program, and the President and Congressional Republicans now own the devastating consequences of these choices.”
The reports were developed by the McKee Administration’s Office of Management and Budget, Department of Revenue, Executive Office of Health and Human Services, Department of Human Services, and HealthSource RI. State agencies worked closely with partners and stakeholders across Rhode Island to assess the impacts of H.R.1. Like states nationwide, Rhode Island continues to evaluate these changes, await critical federal guidance, and determine its course of action.
